Comprop wants to spend £70 million redeveloping the site in St Peter Port, which is currently used for parking.
A multi-screen cinema, a hotel, new offices and 700 parking spaces will be built there.
It is one of two developments being considered at an open planning meeting today.
Developers will build more than 400 homes and parking spaces, as well as retail units and a public plaza.
