One of the oldest motorists in Birmingham is still on the roads despite having 12 penalty points or more, even though courts are supposed to give an automatic six-month ban for 12 points.

The 77-year-old pensioner has points for breaking the speed limit several times. An investigation into the city's worst drivers shows that none of the worst top twenty have been banned from the roads.

One 63-year-old has 12 penalty points for using his mobile phone, speeding and going through red traffic lights, and another 56-year-old has 12 points for drink-driving and having no insurance, but neither have been banned.

Birmingham's youngest driver to top 12 points, aged 19, has 15 points for speeding and failing to identify the driver, but has not been banned.

And of the 20 youngest, most of whom have received points for refusing to get insurance, only two have been banned.
