Vince Cable's warning on complacency could be seen as a rebuke to the Chancellor's breezy predictions.

After George Osborne made what was a calculated gamble earlier this week, calling time on the downturn, the Business Secretary Vince Cable, wants to have his say.

And while he agrees that there are signs that the economy is starting to turn, and wants to build on the industrial policy he has developed in the last couple of years, he is due to make what will be seen as warning and perhaps a rebuke to the Chancellor, his colleague, cautioning against taking the recovery for granted.

He is expected to say:

Ministers have been exceedingly wary of talking up 'green shoots' in the economy - they know others have made that mistake before.

But even inside the coalition it appears there is some disagreement about the right tone to strike.
